What does a high or low DunedinPACE mean?

DunedinPACE is a pace, not an age: 1.0 means the body is ageing one biological year per calendar year, 1.2 means 20% faster, 0.9 means 10% slower. It responds to lifestyle change faster than the absolute-age clocks, which is why it is the usual outcome measure in intervention trials.
